Uprgrade-able runes

I want to be able to upgrade my tier 2 runes to tier 3 runes because if I buy tier 2 runes because I don't have enough IP for tier 3's it would be better if I could upgrade them instead of buying new ones to save IP and not have useless tier 2 runes
