Name change at lvl. 30

I think summoners should get a free name change when they reach level 30, like how when you reach level 5 you get 500 free rp. Because I know I and some of the other people I play with want to change our summoners names for ranked play so people will know we are in a clan, however we don't want to spend 1300 rp or 13900 ip. Because if you're not good at the game like me it takes a while to even get 5000 ip. I also don't have much money for buying rp and when I do buy rp I don't feel spending it on a name change is a very good use for my money. If we don't get a free name change at least lower the price, because seriously, 1300 RP, don't you think that's a little expensive for a username?
