I think Riot forgot something

When they moved the ghost passive to Rageblade I think they forgot about the balance factor it had for range champs in that ranged champs got the passive ever 4 hits instead of 2. People jungled Vayne just to get the ghost auto passive when they got sated but now they don't have to. They stack it up with 6 autos and then they get silver bolt procs on every second auto. Did Riot just forget or did they do it on purpose cause they figured having to auto 6 times made it balanced?

People brought it up while it was on pbe and they replied that it's intended since the price of the item is way up now.
