Athene's Unholy Grail Balancing Suggestion?

I think in order for the mid-laner to have more diversity in choosing early game items (etc. Athene's vs Morello) Athenes "Mana Font" passive should be given a more quality of life change, not so much a buff.

This suggested change would only affect Not Spamming Spells hence not really a buff, rather a intuitive selection over Morello to stay in lane more:

>** Athene's Unholy Grail** > Stats > +25 magic resistance > +50% base mana regeneration (Lowered base mana regeneration to compensate for change) > +60 ability power > +20% cooldown reduction > Passive > UNIQUE – MANA FONT: Restores 2% of missing mana every 5 seconds increasing to 6% if the champion is out of combat or has not casted any spells within the last 6 seconds. > UNIQUE: Restores 20% of your maximum mana on kill or assist. (maybe even 1/2 on assist?)
