Why is Evelynn allowed to taunt you even after she misses her skillshot?

If I missed my E on , you'd better know it that I'd suffer the consequences. I'm guessing the same can actually be said for EVERY assassin (except Nidalee). Talon misses his Q and W's a minion by mistake, yet JUST HIS ULTIMATE manages to kill you from 100 health to 0. This is just like Riven before pre-season where she can engage incorrectly, lose practically all of her health and get away with a 20 point health shield. The only reason I can possibly think of, of why riot made it like this is because they didn't want to make an Elise #2, since she either lands her skillshot or she either runs away or attempts to kill you without the stun. They were probably like no, let's make another one of "those" champions, the ones that have more leeway by playing stupidly.

You do realize that the charm has absolutely nothing to do with any skill but W, right? It's a stand alone that procs off any skill or auto attack. She has 4 seconds to hit you with something or it will go away. Advanced play uses her ult to proc the charm while killing someone else, so she can have the opportunity to kill more.
