Skarner a juggernaut?

I was under the impression that juggernauts have 'low' CC. Skarner has a stun in his E by hitting an enemy marked, and an ultimate that suppresses the target as you pull them. Not to mention his E, also, has a slow to it without hitting the marked target.

What I can see being very tanky about him is his W. The more health to AP ratio you build him, the beefier his shield gets. Building CDR on him also means more use of his Q when spam auto attacking a target.

If a juggernaut should be lacking in the CC department then why does skarner have a stun and a suppression?
