What is the point of buying cull?

I've been wondering on why people buy the item "Cull" The item itself costs 450g and gives 350g when you kill 100 minions, also giving you +1 gold per minion. Which gets you to the original price. After that you can sell it and get an extra 180g but is it really worth it to go through all that effort just for 180g? The stats on the item aren't so great either compared to the dorans starters, so can anyone explain to me what the point of it is?

3 life per hit is better early on than the lifesteal on item 1055 if you need early game sustain plus damage when you have no other items too

You buy it on the first back in lanes where you're not afraid of being all inned and you can't afford big components for your first item.

You buy it to throw away your early game as well as the rest of the game.
