Why change elise?

After hearing the change to Elise I immediately wondered why change it?

If you haven't heard, Elise's human form Q has been changed to a DoT without her % damage.

The numbers are 20/30/40/50/60 +45% Ability Power for 3 seconds and the duration is doubled against monsters.

Now this isn't a QQ thread. I have seen more people playing Elise recently and though it brightens me to see that she has gotten to a spot where she is really powerful.

But it still want to know why they changed it and what changes riot is hoping to achieve with this change.

Considering that Elise is in a better place now, I can understand why players are wondering why RIOT is considering another change to Elise. But when Elise was sitting in trash tier the forums were awash with suggestions for reworking Elise's kit altogether. This was despite the fact that the problem wasn't Elise's kit, but the fact that she had been overnerfed. So we may be looking at some of the aftermath of that. That doesn't mean the change would be good or bad, but it does open the question as to what RIOT is thinking.

Perhaps RIOT is considering shifting Elise's identity away from picking off out of position targets and more towards landing pre-fight poke and longer drawn out battles (which would mesh with the tanky jungle meta). Her current Q is good for punishing an out of position target and immediately making the decision of whether or not to follow up (good for ganking), but the PBE change would be better for poking targets and doing consistent damage while avoiding a fight (worse for ganking). So the PBE change might be trying to help late game Elise and trim some of her early game power at the cost of some of her identity. I guess we'll know more as things unfold, but I too would like to know more about RIOT's vision for Elise.
