The vast majority of League who occupies low ELO. You know, the people who are keeping this game's servers running...?

That's really not how game balance works. Balance should not be affected by populism, it should only be concerned about what's balanced statistically, mathematically and such.
Think of balance as an exam marking scheme. It marks you down for things you did wrong, and marks you up for the questions you'd answered correctly; how many students who failed the exam really isn't the concern of the marking scheme. You might claim that the exam might be too hard, but LoL surely isn't, so there is not much ground to gun for that basis.

It's a fine stance, for competitive play. The problem is, a multiplayer-only game doesn't sustain itself on competitive play alone. The vast majority of players are here simply to have fun, and if the game is balanced so that Nasus is stomping all those vast amounts of players who are buying skins and champions and LCS-themed icons (bless their foolish hearts), those players may stop playing.
If that happens, League starts slipping. Too many leave and the servers shut down. Goodbye League. So it's important, in this case, to balance the game so that the masses enjoy it first and foremost, and top-tier competitors have good games second. Students are given uniform exams because they need to know these things to succeed in their adult lives. League is a hobby, and its sole purpose is to entertain the masses while making money for Riot. It's a bit of a different situation.

There is a difference between a fair game, and an elitist game. They are not the same thing. Nor is "nerf this champ just because i suck dealing with them" a remotely sound stance.
There is nothing wrong to ask players to learn the game. There is nothing wrong to keep the game balanced despite QQ from rekt players.
Also, claiming that it's okay to just nerf a champ for fears that they may be stomping nooblords who buy LCS merchandise is just ludicrous. I mean, it's not like Riot didn't do it before, and obviously they regretted, for a good reason.
Nasus will be nerfed if he's legitimately overpowered. It's not like Riot has a hard on for him anyway (Rito had completely forgotten about him for like 2 years or something) so the nerfs would come fairly quickly if he's even remotely hinting at a balance issue.
With that in mind, the fact Riot hasn't done anything only shows how bad of a champ he is, rather than the otherwise. This means this QQ has even less ground.

Perfectly true, in regards to fair game vs. elitist game. However, for the developer, video games serve a single purpose: Generating profit. The unfortunate fact is that a great deal of players who buy RP are silver-level at best, simply due to the principle of qualitative relativity. Many of those players don't care about getting any better, they just want to have good games where they are. Even more legitimately want to improve, but likely never will very much due to the limitations of their reflexes or tactical reasoning.
Such players might get so frustrated with a game balanced for a level they can't grasp that they stop enjoying the game altogether, and they likely won't even realize why. This is a financial risk Riot would be foolish to take, because again, qualitative relativity. So either Riot is smart and will never abide by comments like "'it's a free win against bad players' who cares?", or they're not and they'll end up crashing their game by catering to the top ~20% of the player base.

You can't just balance around low elo. It would make a large amount of champions literally useless to train as whenever you'll get better they'll become absolutely irrelevant and outright worse than others. And Riot doesn't even balance around competitive level, else we would see more diversity in proplay. It's kinda balanced around plat-diam.

I've heard this argument before and I do see where it's coming from, but League was balanced around the general "bronze level" for two full seasons at its inception and that's where it gained a lot of the traction it still has today. A good competitive game has a little something for everyone. A newbie can pick up Tekken and have decent fun with the same characters the best in the world bring to high-stakes tournaments.
It just feels to me like League is starting to abandon the largest portion of its player base, and here on the forums you see plenty who encourage that kind of shift in focus. I'm here to give the dissenting view that this would ruin the game in the long term. I hate to make the comparison because it might come across as disparaging low ELO players, but...
Saying the game should focus on diamond-level play, bronzies be damned, is akin to feudal lords saying 90% of food production should go to those of worthy blood who command the lord's armies and fight his battles. In theory, one might say it makes sense. But without food, the peasants become miserable and leave for lands that treat them better. Then what happens?
With no one to till the fields, the nobles become hungry as well.
Drive bronze and silver players away from the game, and platinum+ players are suddenly less special. They become the new silver as the balance adjusts to its new player base. And eventually, with the money drying up, Riot can no longer sustain its servers and the whole game has to shut down. No one wants that.
