at least old veigar had a longer cd, higher mana cost, and a shorter range leading to higher skill based plays and a higher exposure rate to general counterplay and "mechanics"
with the mid season mage updates of less AP and more cdr they forcibly turned him into a stun bot. veigar no longer has the same high ap burst.......OMG HE ONE SHOT ME BECAUSE HE FARMED FOR 20MINS, NERF NERF NERF!!! (had nothing at all to do with the fact that you built 0 mr or health)
