Can we give the attack speed boots a special passive or something

I mean, usually every boot has a special passive, tabi has a pretty good passive that scales good, tenacity is always good, slow removal is nice, but the attack speed boots, well they only give 20% attack speed with nothing else, soooo I don't know, it doesn't really scale with anything into late
