I dug a super short range hole I climb up I deal minimal damage I might knock up someone for 0.5 second
This is even worse than 
Jungle.

Try to Unburrow directly underneath the target for a longer knockup.

Get Stalker's Blade and Bilgewater Cutlass ASAP. This gives you two slows.

Use Tunnel (E) to close gaps.

Make sure you are resetting your auto-attacks with Q to maximize damage.
In the end, you need to have teammates who follow up on your minimal CC. Make use of Burrow's short cooldown to make sure you are getting the knockup on every enemy champion and every 10 seconds per champion. (I.e. if the fight goes on for 10 seconds, re-Burrow and knock up.)

She's not made to gank, she's made to counter jung and finish. She gets a high true dmg bite, a slow, a dash, a slight knockup that can lead into other forms of cc. Tbh she should be ranked as a higher diff but whatever. Her teammates and timing must be good or else she's useless.. While Fiora just needs to get hydra and BAM auto-win.
