So... Fizz.

I was wondering about Fizz. Why does his ultimate have a slow? He has 3 gap closers with his Q, E, and Flash. And the E covers a large amount of terrain and stops CC. I don't see why there should be a slow on his ultimate ability when he already has so many ways to gap close.
