How do i deal with Vladimir?

He is a mage that:

Has a safe laning phase with infinite sustain while having a strong, bursty late game.
Is manaless so he can spam his abilities without consequences.
Can build tanky so assassins cannot one shot him.
Can go untargetable.

I can't even trade with him as he just Q's me and runs away and he will sustain through all my poke. I build but in only works if he's below 40% hp as if i can ever get him to that point. Late game he can 100-0 the backline and get away with full HP.

He has his counters, especially those champions that have strong early game. Or something like Kassadin , he pretty much auto wins lane versus Vlad once he hits 6.

EDIT: i see you are saying you can't trade with him because he just uses his Q on you. Well let me just say that maybe you shouldn't trade with him when his Q is not on cooldown. Also you said that he has no consequences for spamming abilities but he actually sacrifices 8% of his max health everytime he uses his E and 20% of his current health everytime he uses his W.
