Haven't played him ever since the first month he came out. Is he strong right now in the current meta?

yeh he is good!
The armor pen changes were a significant nerf to his mid game power spike but I've seen 
crit builds doing well.
His level 1-6 actually feels a bit stronger now that Fervor is nerfed, so his competition is weaker.
He's pretty strong, especially at high elos that know how to abuse his range and easy stun
