Sterak's Rage on Vayne completely broken?

So much for trying to burst her down? I feel its a completely broken item for Vayne if she can just build Statik Shiv -> Sterak's Rage -> BT -> Frozen Mallet

You dont even need anything like LW because she can just deal true damage with ASPD,
