Anyone else thinks Rylai's crystal scepter should be removed?

I don't understand how this item is supposed to be balanced. Rylai is one of the highest ap items in the game,while providing health and utility,any mage can buy it and make a use of it. I thought Items with Unique passives with 1 focus in mind are suppose to be low gold efficient without the passive for example Duskblade,but Rylai's is 101.3% gold efficient, without its passive,which can be applied with any damaging ability in the game. its counterpart,Frozen mallet,is only limited to autoattacks,and almost only bought on melee champions,who rely on short autoattacks,and that have 1 design purpose: stick to slippery targets,meanwhile Rylai is just there as an extra perma slow. If your mage doesnt have a slow,it must be FOR A REASON. sure a little extra kiting wont hurt,but some champions are taking it WAY TOO FAR: ESPECIALLY when bought along with tldr=I believe this item in its current state has no place in league and should be removed/nerfed or even reworked
