depends.
The best way to do River Shen these days would be to be a roaming support that goes up and down the River applying pressure to top, mid, and bot constantly.
Youd want to take predator with ingenious hunter and oracles trinket to clear out river wards. Your ganks with celerity/waterwalking would be lightning fast. After attempting a gank, youd want to seriously push a lane and siphon off that CS xp.
The XP changes would make it the least optimal as a jungler, since the other jungler would outscale you hard.
