Why does this beast not receive any nerfs at all and after seeing the tahm changes .... why is he getting hard nerfed just for doing his job? its not OP or UP tahm was designed to eat an ally and save them .... why does that take priority over something thats been wrecking for a long time ....

Because Riven herself isn't the problem. The problem lies in the fact she can now abuse Conqueror since it includes spells for its windup, and Spear of Shojin is overall a busted item. It's in exactly the same vein as Sated Devourer was, where it reduces cooldowns that aren't meant to be reduced even further than they were designed. (comparing it to Yi's Q, Shyv's Q, etc.)
Just because Tahm was designed to do something and is working as designed doesn't mean it isn't overpowered. It means it's not broken, since it's functioning properly. But the very idea of an ability that can both cleanse and make an ally invulnerable for FOUR seconds is overpowered. That's not only longer but also stronger than Zhonya's, with less than a third the cooldown.
The reason Tahm takes priority is because it's a change to a single champion. Unlike Riven, Tahm's issue is entirely the fault of his kit alone. It has nothing to do with runes or items. But in Riven's case, they have to take into account the fact that the things she's abusing are being abused by everyone else in her class, too. So if they do nerf her, then figure out how to properly nerf the items, they don't want to leave her dumpstered afterwards.
