What is "balance"?

@riot what's "balance"? I've seen so many posts about it but it I've been getting 404 balance not found in league especially when kha jumps out and 2 shots you and jumps away, or a tank fizz melts you with 3 skills, or when all your teammates spam skills on swain and hes still half hp, or when the malz 100% gets a kill by spamming his skills every when you have a steraks
