Energy Regen Change

Just putting this idea out there to see what people think. What if Riot greatly lowered passive energy regen, but allowed it to be regained by attacking something? (similar to how Lee Sin does with his passive after abilities) This would require these champs to put themselves in more danger in order to maintain high levels of energy and harass.

Every energy-using champion already has a skill/combo that recovers energy.

Akali : place and detonate mark Kennen : any time the passive procs LeeSin : the first two autos after skill use Shen : his passive proc (which you can speed up with autos and Feint) Zed : hitting twice with one ability

I think it would be fair to nerf base energy regen and buff the energy gained with these. It would put energy management in the hands of the players, both the ninja's player and the opponents. Don't want Shen to hit you with Vorpal Sword on CD? Keep him off the minion wave. You want to keep up that lightning shuriken spam? Follow it up with two other marks to keep your energy up.

I think the only problem currently is that Zed and Lee need to have higher energy costs. I've done the numbers on a few different boards posts, but basically:

Shen's QWE costs 210 energy always. Kennen's QWE costs 210 energy initially, down to 170 when maxed. Akali's QWE costs 200 energy initially, down to 160 when maxed. Lee's QWE costs 150 energy, but each move has a second cast QWE that costs 90 total. He's sort of a weird case because it's so easy to use his energy recovery mechanism. Now Zed's QWE costs 165 energy initially, down to 125 when maxed. This is a huge outlier and explains why he can spam endlessly. It should be brought more in line with Akali and Kennen.

Lee should probably have a steeper cost on, for example, his Q if he chooses not to dive in after he casts it (maybe it costs 100 to first-cast, but he gets back 20 if he uses it again)... and maybe his W shouldn't be self-castable (free passive procs and lifesteal/spell vamp for no reason)

Energy champions already have a max of 200 energy, only regain a static 10 per second (or I think 16 with blue), and even with their energy regen mechanic in kit are out of energy after 2-3 rotations. Nerfing that even more makes most energy champion extremely bad (Sure, let's make Akali unable to even Q farm half the time due to energy. Let's make Shen never have his Q for energy). About the only champion who'd NOT hate this change is Kennen (because he's ranged).

Lee Sin and Zed already has practically limitless energy and are gated only by ridiculously short cooldowns. I say remove energy gains from using abilities. In fact, just remove energy and make them use mana like everyone else.

Energy is an interesting mechanic. Removing it makes them less exciting and just makes them bland.
