This is because Ezreals Q is coded as a skill shot basic attack rather than a spell. Therefore doesn't proc spell effects or abilities that interact with spells.

It won't affect it either because it is considered an on-hit, therefore it is treated as an AA. But it will proc Fervor of Battle.

It is not treated as an AA because AA's can crit. What I don't understand is why spellshield's block onhits at all. Spellshields should only block the spell affect tied to the ability and not the damage with it (for onhit spells like ezreal's Q darius W etcetera...)

It does spell damage but applies on hits. This doesnt mean it applies spell effects, but it will benefit from the mastery in theory. If it does not it may be bugged.
