How do you fight against Zoe?
I've played against her about 3 times, twice with Viktor and once with Vel'Koz and I get destroyed everytime. Any advice for how to deal with her?

If you're looking for an actual answer: She's super weak to all ins if she uses or if you dodge E. She's very squishy and has no escape, take advantage of that. Hide behind your minion wave because her E is a huge threat.

You survive inting as long as you can until it becomes inevitable and then accept defeat, end of story.
Well your picks aren't the best for a start. It's not to say they are bad, just if you're looking to dump Zoe all day erry day, there are better picks.
Despite what you'd think looking at her ult and the way her W can potentially function, she's low-mobility. Her ult is essentially 1 step better than a self-root.
This means she can be very predictable.
Assassins work fantastically into Zoe because of this, they can abuse her predictability. Another thing to note is Zoe's waveclear is average at best, at least early on, and most assassins will be able to out push her early so they can roam.
The only thing you then have to be concerned about is bubble, which unfortunately is always gonna be a case of "git gud and pink ward the blitz spear", but if she wastes it, PUNISH HER.
In terms of Vel/Vik, I would advise against it, poke in general is awkward vs Zoe when she can poke you and all in better than you can.
Just dodge or bait her E, don't even bother running away from her Q if she's not lv 6 (tbh i don't understand why people can't deal with zoe, there are champions that can win 1v5 like trashsuo,vlad or illaoi, Zoe can only take out the squishy one's and thats it) also there is no point in banning Zoe when there are champs like Zed or Kata that are more cancerous than Zoe
I hate to say this because it's like using AIDS to cure Cancer, but 
is pretty good against her. She has no way to survive an all-in from Malz, and Malz has his passive as a buffer to protect him from Zoe's shenanigans.
I've had great success picking 
into her as well, his passive gives him a bit of a cushion against her burst, and you can easily kill her post-6 if she misses her sleep.
She has 2 spells, don't tell me that after 3 games, you didn't know how to dodge them during laning phase
Play Yasuo.
- You have 2 skills than can essentially negate her Q and E: your dash and your WW.
- Don't be afraid to go in if her Q, E or both are down. The Q is on a low cooldown yes, but it's her only reliable source of damage in her kit. Same goes for her E: that's her only reliable source of CC to stop anyone from going in.
- Time your tornado so that when she ults forward to try to go for a cheese Q, she gets caught in the knockup and you can still blink to her using your ult.
Otherwise ban her.

You have to remember that Zoe's assassination combo and her poke combo are the exact same thing. She's designed to have the upper-hand if you allow her to keep poking at your team, because the moment she lands one spell she probably assassinates that person.
To beat Zoe you have to be pro-active and burst her down the moment her bubble is on CD. In lane you can actually trade with her, dodge the Q's and you should be able to get the upper-hand. Mind that you need to dodge her Q every time you trade, if she hits you once it's like she won two trades immediately.
