Frozen Heart and IBG are armor items, though...
they reverted the changes, can you at least keep up with the times

How so? Is it not better now that it doesn't give AP and just gives raw tank stats instead?
Why are you building it on Garen anyway? That +10% is hardly good enough to warrant taking it over
