As it has been from its creation it is really poorly designed. "Just dodge the snowball" Yea no shit but what about the braindead guy standing next to me? Annie hits that dumbass with a snowball and everyone else is punished.

Because melee champs had some weird item that gave them a speed boost or something to keep up and it wasn't cutting it. I dunno. I don't mind snowball that much. It makes melee champs a bit more fun for me. I dunno.
