Small Bard Buff Idea

Former Bard "Main" here (150k Mastery Points), I always felt like Bards E needed some sort of Cooldown refund if you collect a Chime. It would make Chime collection tours faster, more fun, and wouldnt realy make Bard OP I also feel like this would fit Bard, because the E is mainly used to roam around, or come back to lane with your jungler (which isnt affected by this rly)
