Reasons? Well now he has a lot of damage, right? He's naturally got true damage. Okay so riot wants him to be a bruiser now, that can shit on your face. And silence you (So basically we have a fucking kassadin/leblanc again, someone who does tons of natural damage, yet will slice your windpipe and keep you from pissing on them.) So riot, remove his silence. That should literally make it a lot easier to deal with him.
Remove silence, then add a 3 second slow to make up for it.
They already nerfed the hell out of Silence and his mobility. Garen might be too strong, yes, but the Silence is fine. The range is short and he relies on it strongly to actually get his E off.
He can use tuning down, yes, but gutting the champion is not the answer. Nerfing a perfectly fine ability is not what he needs.
Nerf Judgment's bonus damage on lone targets. Nerf his True Damage. Nerf his Passive at later levels. Anything at all, but not the arguably most important ability of his kit that actually allows him to function properly.
Also he has always been a bruiser. A low damage one, yes, but still a bruiser.

Even still, he kinda needs his silence to do anything at all in lane..... Or anything at all. That is his ONLY CC. Not only is he super kiteable with the right comp, his "Gap closer" is a MS buff. Idk, I'm more afraid of other bruisers. This is coming from an ADC main.

I vote remove the Silence and replace it with a two second Knockup.

Garen is a juggernaut.
If a juggernaut gets to you, they win, their problem is getting to you. Garen has a movement speed boost to help him get to you, and that's it, if you let him get to you then he deserves that silence followed by a bunch of damage.
This would be fantastic but late game E needs to go
