Unknown timeframe since you haven't specified what you consider to be a "Juggernaut". Release Sion or Garen could be considered juggernauts and were there since the start of the game.

Most people haven't had the displeasure of playing against pre-rework AD Sion when it was viable, who stacked Phantom Dancer and Bloodthirster with his trusty Hydra to become literally unstoppable with like 4000HP (from farming), massive AA damage and AS and spread, unfathomable leeching that benefits not himself but also his entire team. Oh and, every single fight started with 5v4 because 1 member of the enemy team would be stunned by Sion's instant lock-on flat 1.5 second stun and died immediately.

What good old day, especially if you see AD Sion in 3v3.

What a wave of nostalgia that makes you wince very badly indeed.

Actually it's a very specific timeframe. Patch 5.16, literally the Juggernaut patch. See also: bruisers, assassins with high durability, and anyone else who has three times your HP and twice your damage.

The Juggernaut patch only updated champions (it didn't add any champions) and officially coined the term as;

"When we think juggernaut, we think of champions like Nasus - hulking, durable melee threats that rip teams to shreds if left unattended, but short-ranged and slow enough to be kited for days. They’re workhorses, but they need a bit of work to get going. "

Following that line of logic, yeah, the Juggernauts tend to have limited mobility and are easily kited.
