I occasionally use it on people who I dont really have a set keystone for, and the different summoner spells are more useful. Usually a support or jungler.

Usually when I see it it's on Singed, and I take it over everything else on Nasus.
I tend to use it to get Ghost, Cleanse, Smite, and Clarity. Clarity's useful because it lets you extend the time until your first back by quite a bit and lets you poke more freely early on, Ghost and Cleanse are probably the two summs Nasus wants most late-game, but you can't really take those over TP and Flash because you need those two more early on, and you still tend to want them late-game. Smite is mostly so that drakes and barons are better secured (especially since I'm much less likely to die than the jungler who is probably a squishy assassin) and so I can safely solo drake without having to worry about it getting stolen.
Ori and TF can utilize it quite well.
I use it a lot on Ornn top with ignite.
I don't use it a lot since Riot reworked it.
I use it on Malzahar, since Malzahar is one of the few champions that can force every single spell to be useful at one point or another.
You normally want to take spellbook on champion where you know you can force something to happen with those summoner spells.
