What happen to having all runes unlocked for new players?

Earlier this year it was announced that runes were getting reworked with all players new and old getting theses runes for free. So what happened to that? I get on my second account to find out that I need to be lvl 11 to make my own rune pages, and even after that I still needed to be lvl 13 and 15 to choose my own runes of my choice... Don't get me started on the fact that inspiration runes are completely locked away till you are 17 (and no you don't get a pre-made a page for them either). My only questions are why riot lied to everyone and why they chose to do this rather than make all runes available at lvl 1.

Thing is they are free, its just locked in a way to "help" new players get a grasp of them a little bit at a time instead of throwing it all on them at once.

They still give you the whole rune page in terms of power, but optimization is left for later levels, ideally when you've had a chance to actually read what everything is.

Because it's ment for new players, not for people that already know everything about the game.

The system is a fine way to introduce runes to the new players. Giving them all out at the start would just result in new players picking completely wrong rune pages for champions (Like going precision on mages, or Resolve on marksman).

Relax they are still free you just need to level up which shouldn't take long at all.
