Nerfing ADCs early game and buffing their late game is the exact opposite of what the game needed
People didn't complain about adc's lack of weakness early game(besides in certain cases of overtuned champions). People complained that mid/late game, ADCs just right click them to death in an instant. This hasn't changed much at all since they reworked crit items, but their early game got hit hard. So what happened? Champs who can exploit t heir even weaker laning and still teamfight decently are picked bot.
However, what happens when the meta shifts back to tanks? What happens when tanks make it so the game doesn't end as early as it is now? What happens when early mage itemization is nerfed and they aren't played bot exploiting ADC's early games? What happens when assassins are nerfed? Or healing/shielding supports are buffed? I'll tell you what- ADCs will return just as strong as ever. Their core problems have not been addressed, and I doubt they ever will be at this point.
"But that's the point of ADCs , to be weak early and destroy everyone late game." No, it isn't, or at least it shouldn't be. ADCs should be playable if someone wants to play them, sure. But they shouldn't be destroying targets by doing simple right clicks in a few auto attacks, as this just doesn't feel fair to play against. Honestly, I don't really know the solution to this is. It could be making more items like bork and making them core. Items that deal consistent damage that scales off of health. I don't know. Then again, it also isn't my job to fix issues in the game, it's riot's balance and design team.
