A mass of players not locking in

It's been 4 lobbies in a row so far, and there is always one person not locking in a ban or pick. After 1 hour, I have only played one game, and that game had an Alistar who acted suspiciously botlike, not speaking, extremely delayed reactions general lack of awareness (bad or botlike, whatever).

Since then it's always been that one person not locking in or even picking their champion or ban at all. Perhaps it's bots invading dynamic and their programming have issues selecting champions because their programming thrives on autolocking in blind pick where they don't have to wait before their primary instruction in lobbies expire?

Or Riot's buggy ass client is acting up again. I swear when I do a pre-made there's a 50% chance someone's client freezes or completely bombs out at some point during the champ select. Very annoying when playing with friends because we all have to wait 5 min because of the AFK penalty.

Yup i've been a victim of this. Especially for ranked games, because i would be waiting for someone to select a champ then it counts down to 0 and stays there, and i know im about to get a temporary suspension and 3 point loss. It sucks.
