Please let Celerity give +5 Movement Speed

Celerity was "once again" (I need to emphasize this because they keep changing this rune constantly) changed to make it even more "niche". In patch 8.23, Celerity now offers "Movement Speed bonuses increased by 8%".

Rather than flat-out offer something immediate unlike most runes, this offers something rather minuscule compared to most runes. But now since this doesn't immediately help you if you pick it, I would like it if this actually gave any kind of benefit besides the Movement Speed bonuses increase.

I "somewhat" understand that this is suppose to be more of a later benefit, but again compared to other runes that actually gives immediate benefits, this does not seem appealing.

At the very least, let it give +5 Movement Speed that is not affected by the rune itself if someone ever takes it.
