Can someone please explain to me why Annie is considered a hard matchup for Ahri?

I mean, sure, I understand that Annie is a hard match-up for pretty much all AP mid laners because of her ridiculous flash + tibbers burst/

But on Lolcounter, Annie is countered by mages that outrange her like Syndra, Lux, and Orianna. But Ahri is listed as an exception, where Annie counters her.

My question is, why? Ahri's Q outranges everything Annie has.

Because part of ahri's safety is based on dodging things via ult I guess, which annie's point and click gets rid off.

Ahri can poke Annie, but she can't just safely burst Annie from out of range like someone like Lux can. Ahri does have to get within Annie's striking range in order to actually fight, and Annie can simply survive Ahri's burst and output enough of her own to destroy Ahri. Ahri normally deals with that through mobility, but that means very little to Annie's targeted abilities.
