Solving Smurf/Trolls/Feeders/Toxic

Excuse the grammar in this post as I don't post much. Anyways, we all know smurfing has become a major problem, as well as the afkers between games and trolls, not to mention add the high NA east coast pings and ...its just not fun to play. I propose that Riot implements IP bans on accounts who do such activities. I guarantee you in a matter of weeks everyone's behavior will improve. Also along with an IP ban, I'm sure you can make it so that you can make 1 account per IP address, that would take care of smurfing for good. I know that you can get dynamic IPs, or proxies/VPNs , but this game ping is so bad you would legit be lagging every game so high ping helping us out there(I cant believe high ping is good for one thing ).

Hey look, this is a great idea, and im sure it will work but it needs A LOT of thought and refinement. The issues with feeders, trolls, and smurfs in ranked is a huge problem, however they need to be looked at differently. I honestly think there needs to be another tier between bronze and silver (or below bronze) as I have won/lost 30+ ranked games this season because someone on one team was too good for bronze (they actually knew what right clicking does) but didn't have the skill to deserve silver. Smurfs however, are a large part of the game as far as streaming and adding a fun feature for better players. I think IP bans would work, however they would not fix the problems in the right way. I would still allow smurfs, however an IP reduction might be better than a ban, since we don't want to destry theis fun feature for better people. Also, I think you should be able to report people (on the other team) for being skilled, and if you receive to many of these reports you don't climb in LP, but you climb severely in MMR. I do think that another low tier and MMR penalties could solve these problems better than an IP ban, but that would still work.
