I really don't understand how this hasn't been addressed. This really might be the worst passive in the game. It takes some much time to build up stack assuming you dont die and 5 minutes worth of stacks is worth only about 2 minions of gold.
Ok, lets do the math. Lets say that for 5 minutes Draven kills 5 out of every 6 minion in the creep wave and also the siege creep, he also catches 1 axe for every minion killed. This end up with 52 creeps killed and 52 axes caught, for a total of 104 adoration stacks. The formula for adoration money is 50 + (2 × per stack consumed). Given this formula he will gain 213 gold + the gold he got for the kill. Think of this what you will, but it is more then 2 creeps.

Just leave Draven alone. His passive is fine as it is and if Riot gives him something better he'll be out of control. :D
