Whats the skill difference in silver 5 and silver 3?
How big is the difference in skill between these divisions? What can a silver 5 do to climb to silver 3?

Leaving silver 5 you will see players gain an understanding of game flow and the importance of objectives. Silver 5 still has the mentality that it's all about kills and team fighting (not necessarily kda'ers but still that assassin charge in because I see someone mentality). You will also see players cs'ing more on average.
Basically you can treat Silver 5 as Bronze 1, what you can't do to Silver 3. Frankly speaking I didn't sit in Silver 5 or 4 long, so it is just my observation during climbing.

but this goes both in what they are capable of doing and what they arent
when a silver player wants to lose they lose...HARD
I think mechanics don't really that big a role in Silver. Really not even in low Gold. What differentiates the tiers is game knowledge. Being at the right place at the right time is enough to win games there, even if you never mechanically out play your opponents.
