Level 25 - Getting paired with Gold IV's

Why is the queue system so broken while leveling up? I understand the new rune system / sum. spells makes it an even playing field (compared to the last season), but logically, HOW is it fair to pair new players leveling up with clearly more experienced players?

Yes, I made a new account, but this isn't just happening to me. It's also happening to my girlfriend and my younger sister, and they just made new accounts and have been playing League on their own. I'll review their match history and sure enough, I've seen them losing to a team with Platinums.
