singed no mr per lvl

I find it abit sad that singed still does not get mr per lvl, why? because he gets free stats from his ult?pleanty of champs get free stats. there is so much pen in this game that mr is heavily reduced. will 23 mr really break a champ? I hate always having to get mercs treads just for the mr, banshee's alone won't get me above 100 mr. most other melee champs do, I think all melee champs should, even yasuo (with some balancing of course). because even in heavy ap teams, it hard to get enough mr to "tank" much.

why should an assasin like fizz or akali get mr per lvl, whilst an actual "tank" cannot, when fizz and akali are just as scary late game? what does everyone think.
