It seems like a champion like 
would stack Klepto just as well, why is it Ezreal that gets complained about? This post has nothing to do with the Muramana bug (which also was not an Ezreal only deal)
Shuyin1781 votesEzreal and GP are the 2 biggest non-support users of it. Annie and Cass are both too short ranged and would rather use other keystones. I'd rather run Predator on Annie personally for the extra mobility she lacks.
The Oasis1 votesI don't really follow the Ezreal drama, but doesn't Ezreal's Q proc Klepto? As in, he doesn't even need to put himself in harms way to stack up consumables and bonus gold (unlike the champs you mentioned) as well as fixing the early game mana issues that prevent him from rolling over his opponents.
Deνiruchi1 votesBecause the keystone is suposed to proc on autoattacks after using an ability but his spammable long range Q applying on hit effects with way too low cd makes him able to safely do it unlike other champs. On botlane, getting a lot of hp/mana potions and extra gold constantly is a huge adventage when he can proc it the way he does.

Quepha1 votesTheir auto ranges are much shorter than Ezreal's Q and they usually don't like to stop and go through an auto attack animation. Plus, being in solo lanes they suffer more by having a keystone that's much weaker in combat.

Neither of those mage really does that in a truly obnoxious manner. Ez and GP abuse it because they can do both of those triggers at once.
