This shouldn't be in Aram since it's completely random what champs you can get. i just went up against a team with 4 ads including 3 ranged and my team had no real ranged ad other than 
if you count hook/flay. We actually weren't doing bad until Taric got Ardent after that if was over since we couldn't out dps the buffs it gave.
Riot should do with it what they've done with other items like and remove it for SR use only.

Since it's completely random what Champions you get, you are not allowed to buy items at all!
For real though, you can't use the random nature of ARAM as leverage against having an item in the gamemode.
Taric and 4 ADs is pretty dirty with AC.
There are significantly worse Items 
and Champions 
on that game-mode.
should be the least of your worries.
