Why tf Shyvana is allowed to have an exception but Ivern isn't allowed to have a passive on ARAM

Presumably the same reason why, on TT/HA, they removed Mordekaiser's xp passive on his W rather than bug-fixing it. Riot's clearly just a small indie company that only has enough resources to handle SR.

Trust me,Riot has perfectly enough resources to take care of Teisted treeline,Dominion and ARAM. but there aren't any LC$ played there.

What's her passive in aram??

She gains 5 armor and mr for every turret her team has taken,only in ARAM,instead of bonus stats from skating dragons. Meanwhile Ivern lacks his whole passive
