What is even fun about new Kayle?

The first 11 levels are actually the worst gameplay experience in all of league. You are literally old Kayle that can't use her old E FOR 11 LEVELS... Any poke just annihilates you. Your ultimate no longer lets you auto during it and does very little damage. Not even that satisfying to use. The Q stops at the first target that it hits for some reason... It also has the same damage and range as the old q, which was point and click. The E only is basically just an auto reset.. because you won't get barely any damage unless they are lower in hp. Stacking her passive is just tedious. Her cooldowns seem super long for not being super impactful in the early stages. Even after bearing the first 11 levels you aren't even that heavily rewarded.. You just get access to full ranged.. but you still have to stack her passive to do any damage. And once you hit 16 you think that you would just be able to one shot the enemy team because you spent 30 minutes suffering, but no you still die in a stun lock/ focus down.

The champ is just not rewarding or fun for me to play and these are the main issues.

They pretty much nailed it for me other than the super scaling late game hyper carry nonsense that I hate. I would've preferred a more mid game kind of champion out of her rework.

I haven't played new Kayle that much, but from personal experience, it seems people don't realize how strong her heal is.

The heal plus the movement speed on both her and a nearby ally maker her pretty slippery.

Cheapest rework ever they have made. She is a coin flip of mediocre feeding or ultimately overfed.

Late game Kayle now is like late game Kayle before, except x10. Her early is kinda worse, except for the fact that if you keep using your E on the enemy, eventually they will die. Until level 16 you don't really feel powerful though, on that I agree. You are however more powerful than you think, as long as you can play safe and just use your E on the enemy whenever you get a chance. Having an execute on a basic ability is pretty strong. As for her ult, it deals much more damage than you think, and the fact that the damage it deals is so high, means you can keep people off of you whenever you use it. Old Kayle if you used your ult they just stood on top of you because it would wear off eventually and you were just stalling your time, but now they actually back off you when you use it, giving you more time to keep distance and keep autoing from afar. On top if this, if they DO stay on you while you use your ult, you only have to auto them two times then use an E and they're dead.

Still, laning phase definitely feels 100x less fun. The upgrades at each rank though definitely are refreshing.
