but in all fairness, the logic behind using worlds is because "if the best of the best use it and its virtually unplayable against, then its most definitely broken". plus, riot balances around proffessional play, so it only seems natural to quote its pinnacle.

A rule of thumb for statistics is np >= 5 for binomial distributions. If you have 10 games (n = 10) with 5W 5L then p = 0.5. Which means 0.5 times 10 = 5 and you do have enough games to claim that 50% is a reasonable representation for that champions win rate.
Do the math on the probability of a 50% event happening actually 80% of the time over the course of 20 trials. The chances of flipping a coin and getting heads 16 times out of 20 is quite low. There is an indication that your original thought that the chance was 50% was actually wrong.
My stats class was a while ago now but let me just tell you this. Kai'sa and irelia are broken and the stats give a very strong indication of it, even with only 25 or so games

i'll have you know i have thoroughly tested botlane teemo and can confirm it's completely broken as i have a 75% winrate over 4 games.
One: Rek'Sai is female.
Two: As a Rek'Sai main, she is actually busted OP atm. Choose a different champ for your example.
I mean, Riot often admits to balancing the game around pro play. Since that's the case, I don't think it's unreasonable to hope that they take notice of what champs are dominating pro play since many (not all) of those champs also perform well in multiple ELOs.

context please? its one thing to say something like kalista is 100% winrate even though she has been played like 2 times, but it is another thing to say kaisa has a whatever winrate with multiple games being played with her
I think you guys are missing one part of this argument.
These are professional, top of the top players in the world. That means the champion is being pushed to its absolute skill limit. So if a champion looks broken at worlds, regardless of sample size, the data should be considered at the very least.
Well how about aatrox and urgot they are either picked or banned every single game so far.
Oh so we cant use worlds win rates to point out busted champs because its too small of a sample and yet Riot will nerf and buff champs based on worlds that affect 10,000s of players
Side note: talking presence rates for worlds is a big deal because it's what pro's, coaches and analysts of the game think is broken.
Also solo Q win rates aren't very meaningful either because you know they don't account for Tahm Kench and Nunu being the best INT champs in the game
