The change to Vayne's Silver Bolts is a buff

In the post Riot says they do not want to buff Vayne who this change. So lets see what the changes do.

Here are the changes

W - Silver Bolts Flat Damage removed Percent Health Damage increased 4/5/6/7/8% >>> 6/7.5/9/10.5/12% Minimum damage introduced at 40/60/80/100/120 flat damage

If her Silver Bolts are maxed and you have under 1500hp it's a nerf but if you have over 1500hp then it's a buff over what's on live right now. The flat damage will almost never get hit. For the 120 flat damage to matter you'll need 1000 health or less at level 9 which i don't think many, if any, champs have that little health at that point.
