Is silver league running low on ranked players?

played 2 consecutive games against the same trio (boosted by a jungling smurf)

then later on I play 2 more consecutive games against the same illaoi

waited 10mins in between too

I'm only in silver 3 and this is doing my head in. I thought silver league constituted something like 33% of the ranked player base. These guys are way above my skill level, it doesn't make sense that my crappy silver mmr would match me with them.

The only noteworthy thing i've done was manage to win 10 straight games and skip silver 4 from 5 even still, shouldn't I be facing different players in this huge league?
