We have Last Whisper and Black Cleaver for armor stacking tanks and Void Staff for MR stacking tanks and they're all rather effective.
For HP stacking tanks though, there aren't a lot of options and they aren't really effective (BOTRK, Liandry's Torment and the Giant Slayer passive).
What if Crit damage scaled with the amount of bonus HP?
The Crit Chance could be either identical to what we have, or disappear completely. If it's the latter, then stacking crit items would increase the rate at which damage scales depending on the enemy's bonus HP.
This way, it still allows ADCs to DPS every target without being able to burst squishies like a mage or assassin should.

TL;DR: make Crit a Giant Slayer.

My take on this is that if crit is truly meant to be a tank-busting stat, then it should be more effective against tanks than against squishies, so in this respect changing crit to scale with the opponent's tankiness could be a welcome change from the current situation, where the flat damage of crits often leads marksmen to apply general-purpose burst. With that said, I'd be wary of increasing anti-health damage in the game specifically, because that kind of change tends to harm fighters much more than tanks, as the former are pushed towards stacking raw health to increase their durability. Moreover, BotRK is meant to be an anti-health item tailored to the needs of marksmen, so if it's not doing its job properly, it likely needs to be adjusted accordingly. In the end, I think if crit is to be changed into an anti-tank stat, it's likely going to have to be merged with either Giant Slayer or Last Whisper anyway, so that marksmen end up with either some huge damage amplifier based on their opponent's bonus health (and it's likely a high health threshold would need to be implemented to avoid having this hurt mages), or the power to ignore the near-totality of their opponent's bonus armor.

Most likely, if they changed crit to something that only deals more damage to tanks, ADC mains would cry and leave the game forever.

or making it like the old fervor,you deal more damage for each successive AA against your target,so they still deal tons of damage,but they wont burst you with the first 2/3 AAs

I'd honestly be fine with this Helps enforce the Sustained damage > Bulk > Burst Damage > Sustained damage But you need to remember the secondary Range(ADCs / Casters) > Defenders(Tanks/Fighters) > Divers(assasins/fighters again) > Range

Why not just get rid of items like Last Whisper and have Crits ignore a large amount of armor? You could make it % base, so its less effective against squishy targets but still not useless.

Technically speaking, its extra damage, but not RAW extra damage that is multiplied by buying more AD.

So, for example: Critical Strikes ignore 35% total armor.

Infinity Edge: Critical Strikes ignore an additional 15% total armor (total 50% armor ignore).

My only thought then would be you would need to think of something else for Lethality maybe? Just by its name, I almost felt like lethality should have been a bonus damage modifier for low health targets, similar to Coupe de Grace

i would change item 3035 line into utility like giant slayer working vs anything with more hp

And make crits do alot less damage +25% instead of 100% but penetrate bonus armor instead like 30% item 3031 would then buff both damage and pen

Crit shouldn't be randomized with percentages. I think they should change all ad items that increase crit chance to increasing crit damage while lowering the base crit damage from 200% to 150%. That way you would have to build 100% crit to get to max crit, it wouldn't be efficient and ADCs wouldn't be able to randomly burst you from lucky crit chains.
