Summoner Specialist got renamed to Unsealed Spellbook in the most current PBE patch, and for some reason, they removed the amount of Summoner Spell CDR it gives. This wouldn't be too bad if they didn't also lower it from 25% to 20%. I would've put his under bugs, but I'm more convinced this is a simple oversight.

EkyonKun1 votesThey lowered it from 25% to 20%. You can test this by taking it into practice tool on the PBE. But it doesn't say that anywhere in the description that it gives 20% Summoner Spell CDR.
No, but sort of yes. What you CAN do is swap to a random summoner spell, and if you have 2 shards, swap it back to the original. It is now at 25% of the initial cooldown.
