Its a suprise banner of command isn't bought more
That upgrade minion active is like haing a mini barons buff on your siege creep every 2 minutes and it makes them immune to ap users too? Why aren't many people buying this as a support or tank?

It's currently outclassed by 
. While Banner has a good active, the one of locket is way better. However, Locket is getting nerfed while Banner is getting buffed, so this will become the go-to item for all supports that use AP.
I've tried it a few times on Bard (like other LCS players do), but it never seems to work out. I still need to get the timing of when cannon waves spawn and be ready to use the active when they do, and it seems like whenever i do use it, the wave is immediately killed by a farming adc. Theoretically, it's pretty good when you're trying to seige (to get pressure in another lane), but it never quite seems to work out
People do when they are AP mage supports. I don't think anyone else uses banner of command.

The shield on locket is more important than the extra wave push if you are a support. Your main job is to keep the carry alive and Locket does that better. It's not a bad item, but Locket fulfills your role better
I mean it's useful in a sense, however it isn't worth buying over the locket because, like everyone says it helps your team in team fights and shields your adc. It also gives the enemy adc a but load of gold when they get there to neutralize the lane.
