50% cd on tumble for an already pretty annoying champ to deal with (unless youre irelia/jax) isnt gonna do much bot, but it will make her like a second akali for top lane, deciding when trades end while only abusing windows to her preference.
Vik top still exists btw.
Vayne top has never been OP, and usually isn't even good. These buffs will probably not make a difference in that.

i dont get how a buff on her ult to the cdr on her Q is going to break her for top lane.
i have faced vayne top many times and as a tank player i simply rush 
and use my cc to engage and lock her down.
she has a 48.89% win rate top its not very viable
I'm pretty sure its the toxic fucking range in this game that ruins most matchups.
She won't be anything remotely like Akali. 50% reduction and stealth (not true stealth) is only during her ult, which has a 100 second cooldown at 6. Assuming w>q>e is still the go to, her q will have a 1.5-2s cd during her ult while in laning phase. It will have basically no effect on the average trade, and minimal effect on all ins.
She's annoying top but not strong, anyway I agree that the buff will be more huge on toplane Vayne because there she has more duels than on botlane.
